There were issues with Poa last year being an international student and NIL. She sat out quite a bit because of it.

It is related to F-1 Student Visa restrictions regarding earning monetary income without authorization, which they have been unwilling to do for US-based NIL agreements, for some reason. That is a little bit of a simplification, but I think it gets to the gist of the matter

These paid mercenaries are not employees so they must be issued a 1099 and reported to IRS. This is for anyone paid over $600, not simply athletes, anyone paid anywhere; non-employee compensation.
