That was 100% targeting by rule. He hit him in the head. It wasn't intentional though.

For the defenseless player qualification it has to be “forceable” contact to the head or neck area. In this case, they ran into each other and there was no indicator of the defender initiating the forceable contact. They actually properly applied the rule.
