Holy Strawman argument. The Rooney Rule simply requires a minority be interviewed for a vacant head coaching position. It doesn't mandate that a minority be hired, or that a percentage of all coaches in the league or an organization be minorities.
But the consternation by white men over a minority just being interviewed . . . sheesh.

Right, so why does Goodell think there's more "work" to do and why does the media cry about the percentage of minority coaches every year?

You're bringing a lot to the conversation.
The Rooney Rule is a virtue signaling band-aid at best and it's impact on getting minorities hired in the NFL is certainly debatable.
But the owners are the ones who implemented it and are required to adhere to it. They can interview as many candidates as they want so you'd have a hard time arguing that it's negatively impacting on "deserving" candidates.
I would disagree with the rule if it mandated hires, but ultimately the NFL owners are free to put whatever restrictions on themselves that they wish. I wouldn't lose any sleep over it one way or the other.

I’ve always assumed a high number of successful coaches were guys who knew pretty early they couldn’t cut it as a player in major cfb/nfl or had the mind for the game but nowhere near the physical attributes and hit their ceiling early.

I may have the coaches involved wrong, but I believe it was Dennis Green at time Cowbiys were hiring Bill Parcells who straight up turned down the interview.
The whole planet knew they were gonna hire Parcells.
Green said something to the effect of "I know they hiring Bill, I'd hire Bill too. Why the hell waste my time with the interview?"

It does when you consider playing and coaching require 2 different skill sets. Players are primarily evaluated on athleticism and physical attributes. Belichick preferred corners to be at least 6’ and 180 lbs and run at least a 4.5 40. None of those attributes make you a good coach.
