Agree. I also think other factors were in play. My understanding is that teams will throw out smoke screens and keep the players they are targeting a secret, but are surprisingly honest about trades. They don't lie about offers on the table from other teams.
SF could have claimed they wanted Trubisky to drive up the price, but wouldn't have lied about another team's offer.
Chicago let it leak they were targeting Trubisky, so another team knew they had to move in front of the Bears.
Rumors today are that Cleveland was the team trying to move from 12 to 2, and they had the assets to do it.
SF floats the Trubisky rumor, the Bears don't keep their desire for him a secret, Cleveland knows he won't make it past the #2 or 3 pick, Bears panic and pay a fortune for the pick.

Because GMs talk and a lot of them are close friends (re: Loomis and Pace, BB and Payton).
If a GM got caught putting out a fake offer from another team, no one would do business with him. Just one of those unspoken rules.
Everything else is lies and subterfuge, but not the trade offers.
