The Colts have yet to find their next QB since Luck retired on them, just as the Saints have with the Brees retirement. Ron Wolf fmr Packer GM believed in taking a QB every draft, and developing them. It gave the team QB insurance or players to trade for more draft picks. Doug Pederson, Aaron Brooks, and Matt Flynn come to mind. Drafted Rodgers while still having Favre.
The problem is Payton couldnt develop drafted Qb's behind Brees.

Dude, we are a few years from Brees retiring. No one in the NFL devleops drafted QBs behind their starters.

These didnt start 1st game of rookie season. Mahomes, Jalen Hurts, Jared Goff, Brock Purdy. Etc.
The quarterbacks drafted by the Saints under coach Sean Payton were Sean Canfield (2010), Garrett Grayson (2015), Ian Book (2021). You cant develop them if you only draft one every 5-6 years.

That’s because Payton, and by extension, Loomis, always kept looking for the next Brees (relatively small with an average arm) instead of recognizing Brees was an anomaly when it came to most great NFL QBs. That’s how the Saints ended up with guys like Daniels, Grayson, Book, Haener

Jameies Wiston and Derk Carr were both top half of league quarterbacks and the Saints probably make the playoffs three of the last four years had they not been injured. There were so many injuries last year there was no chance but the previous three seasons they would have probably won the divisiion.
