The State had TEXACO over the barrel with regards to deliberate & significant underpayment of oil & gas royalties from State lands that TEXACO had leased the mineral rights. A slam dunk for the State, multiple millions of dollars owed the State. Enter EWE stage right after winning his second term. Completely out of the blue, in the middle of litigation where the State's attorneys were nailing TEXACO's arse to the courtroom walls, the State agreed to settle suit. The State subsequently received pennies on the dollar vs the millions it was sure to win in court. Coincidentally, EWE's huge ranch in Texas was completely surrounded by a 6 foot high brick fence shortly afterwards.

Prof. Mengis at LSU Law School used to tell the story that as a young attorney, he once had to go to Judge Perez’s office and get his specific permission to look through the parish conveyance records.

Which are supposed to be open to the public.

Word was that a lot of land that was supposed to be owned by the school board was actually owned by corporations he controlled.

The actual records had to reflect this for purposes of oil lease payments and the like. So Judge Perez had to make sure Mengis wasn’t looking at a set of records where Mengis may have seen one of those shady conveyances, before he gave permission.

Very similar reason why the Torres family were the clerks of court forever in St Bernard

Orleans parish is corrupt, but the surrounding parishes are just as bad

This begs the obvious question: WHO INHERITED these corporations/properties? Is it possible to back-track them and find this out??

I appear to have forgotten most of my college daze… it is amazing when my friends start talking and say “ remember when we did …”. … I just say no not really

I sorta remembered it now when op mentioned Carlton… I signed up for Williams but he retired that year ( I think he died right after that) …

1. May he be burning in hell.

2. For an excellent recent book read: "Deep Delta Justice", and you may find the film on streaming platforms titled "A Crime on the Bayou". The subject, Gary Duncan, won against Perez and the system in the U.S. Supreme Court, and is still alive and well.

my dad told me one, they were all football players at Northwestern State, and going down to go F&Ms etc in New Orleans for Mardi Gras. Kenny Guillot was his best friend and his uncle owned F&Ms so they could drink free had place to stay etc, (Yeah the guy that become coach at Parkview)

My dad said they were all drinking etc and got pulled over in Plaquemines Parish, and he said it was one if the scariest moments in his life.

He told me it was just like the scene from Porkys. Cop was wearing dark sunglasses, twirling a baton between his figures and. occasionally banging it on the car, when he didn’t like response. Made them all get out get on their knees etc and said shite like “what are you boys from North Louisiana doing down here speeding through my parish etc. “

Another cop car showed up abs they Starting searching the car, etc. I think Kenny finally got up and made a joke about something, going to help his uncles as they had a beer surplus or something and he was really from Thibodeaux etc. Whatever it was the cops thought it was funny, and laughed and eventually let them go.

My dad said he seriously thought they were about to get the shite beat out of them for being from North Louisiana.

i loved professor Mengis, was a decent guy. His son, Joe was in my friend group in law school good guy too. Murchison was good guy too.

I live by some to some of Earls kin here in mobile and they obviously got a lot of the money.
