When the were working on the hale Boggs bridge this was pretty regular. I will pass the people on the shoulder with fingers in the air. They should be ticketed.

I sit in traffic nearly every day leaving work and when I pull onto the highway I am already in the exit lane I need to be in to exit onto the interstate, so I get the pleasure of starting off in the back of the line while people already on the highway attempt to merge. I leave space in front of me, often times very ample space, for vehicles to merge in, but of course they would be at the rear of the traffic backup to do so. I would say more than half prefer to pass on my available space and proceed all the way up the front of the line where they can minimize their time in the slow moving traffic.
Zipper merge is like Communism, it works in theory only. In real human application, it gets blown the frick up by the nature of humanity. If you think about how many fricking dumbasses and selfish assholes you encounter online and in real life out and about, consider that all these people are out there on the road driving and it starts to make sense why we can't have nice things.

Those who have seen the signs for a mile that the left lane is closed and push up the left lane instead of zipper merging ASAP can eat shite and die.

The problem is people trying to jump in last minute, causing stoppage. If everyone begins when they see the signs, and maintains a steady speed, it would be smooth.

I think more and more are starting to buy in to the concept. When it first started and for a long time afterward, people in the active lane thought they were being screwed by the merging lane cutting the line and intentionally closed in the gaps. This is what causes stop and go traffic.
Now I am seeing more and more people having no issue with the merging car "cutting" the line several cars ahead of them, when the same guy merging could have stopped right at the exit and backed up both the exiting highway and thus the active lanes, just so they can be at the back of the line.
A good zipper merge are the active lanes flowing with space allowed in front of them, and being ok with the merging lane cutting in front of you or several cars ahead, and recognizing it proves to be a much faster process in traffic flow by letting that happen.
