I have seen a lot of his videos. He also has a website that updates lawsuits and progress in the legal process. He knows the law and does this for a living. He makes his YouTube money, and gets a lot of settlements, just because cops think that what comes out of their mouth is the law, when it is not even close.
He knows the law, he knows they don't, and he guides them into putting fat cash in his pockets.

Yeah. Baton Rouge is the capital of the state you would think the government buildings would be plush.

I was very impressed with Chief Hatch. As unprofessional as BRPD looked at the beginning of the video, Hatch properly diffused the whole situation.
Side note- I hate these instigating YouTube idiots but BRPD was definitely out of line.

Some of those police officers he was interacting with seem to struggle with the English language. They definitely don't know the law and don't seem to care if they are violating it.

A few floors have been renovated, but the bulk of the interior of the building looks every bit like it was built very cheaply in the 1970’s.

Oh it's a huge building it won't be mistaken for a small town city hall if you visit it. It used to primarily be a court house with the court rooms coming off the main hall on most of the floors.
My beef is that it looks exactly like the 1970s/1980s soul sucking brutalist nightmares that federal, state, and local governments built all over the country. There are dozens of buildings just like that all over the Texas A&M campus, and Washington DC is filled with them. The old CEBA building at LSU was also like that before they completely rebuilt it. A lot of shitty housing projects were built all over the US and Canada in that style. All of them are hideous.
Nothing about brutalist architectural styles are worth keeping. It's garbage architecture. And that example in Baton Rouge appears to be poorly maintained on the interior even if it is spacious. And why are almost all the windows on the upper floors facing north/south and away from the river?
The only good thing they did when they built this thing was stash most of the parking underground and away from view.

Another auditor actually established the right to film public servants in their official capicity for the 5th Circuit which covers Texas, Louisiana and Mississippi.
Turner v Driver. So they want get qualified immunity as it has been well established not only by multiple circuit courts, but by the very one the presides over Louisiana.

Their new library nearby is fancy.
But when I saw the preliminary drawings when it was first proposed, I thought it was ugly. When I saw it come together after all the changes, I thought it was ugly. But now that construction is done and its finally open.....I still think it's ugly.

This is the entire goal of these first amendment auditors. They travel around to different cities, wander into public/government buildings, catch public servants off guard, provoke a response, and instigate a confrontation. Everything is filmed, then uploaded to youtube for views, likes, and subscriptions to increase revenue for their channel. If an assault occurs during the audit, they file a lawsuit seeking monetary damages. Bottom line, this is all for money.
Example
A great way to cancel these filmed audits would be if someone started playing copyright music during the audit. Youtube then demonetizes their video due to copyright violations from the music. Therefore, the auditor will not be paid for their video content. Ultimately, the auditor will stop due to there being no financial incentive to film the interactions. I've seen it one time when the auditor ended the interaction and specifically said it was due to copyrighted music playing in the background.
