It's definitely outside the box, and it could work. It would never pass, but it privatizes education, which is about the only thing that can save it right now.

He pretty much admitted he didn’t think it would work, he is looking for ways to save the city money

If he dug a little I’m sure he could find plenty of money that is being wasted
