I've caught a few in my trap. I just take them down to the river and release them. Problem solved. Little rat bastards get hair all over our outdoor furniture and plenty of other crap that pisses me off. Can't stand them.

Buy a cheap table from facebook market place and put a bunch of trinkets the cat can knock off of it.

Sorry you have shitty neighbors, but I had to deal with this growing up. People with multiple outdoor cats are shitty neighbors and usually terrible people.
Even if they wanted to keep the cat out of your yard they couldn't unless they keep it indoors. And if they are letting it roam outside and screw up their neighbor's property, they already aren't the good kind of cat owners.
Any particular cat won't stop that behavior until its dead. You have to trap/relocate or kill it.

This depends where you are and what laws exist there.
Louisiana has pretty good nuisance animal laws.
Catch it and deliver it to the animal shelter or file complaints with them about the animal and where you think it comes from.
But be aware that some neighbors who think that their animals have some right to cause you trouble will hate you over this.

A well placed can of tuna ontop your hood and wait. Then release the paint balls on that beast....paintballs are the best cat deterrent
