You should see what they pay to buy water to drill O&G wells.
I know 2 people that got big bucks draining private lakes they owned.
I asked about the fish and both owners were like "Screw those fish, I can restock when its done."
One guy sold his water, the day they finished it rained 9 inches and damn near filled the thing back up.

it is illegal. you can sell cups or ice but not water.
