Ever seen the show Little People Big World?
The parents are both midgets, they have 3 average sized children and one midget.
The midget child married an average size female, and they had a midget child (although it wasn't a guarantee, I don't remember what percent chance they said they had of the child being a midget).

its the same as any other genetic trait, there is an equal chance it may or may not get passed along to the kids. even 2 midgets can have regular sized kids
