In Plano, a woman I know was at a red light and poured the contents (water) of a bottle of water out on the road. A cop was behind her and pulled her over. She said the cop’s reason was that she did it right in front of him; he was offended. He ran her ID and let her go with a warning about littering because she didn’t have any warrants, etc.

Dunno, but I had a coonass acquaintance who ended up in Germany as a missionary or something. He talked about driving the Autobahn and flinging apple cores out of the sunroof at 150MPH.
Which, littering or not, sounds like something I’d probably try.

Depends where you toss it, imo. Parking lot, yes it's littering. City street or neighbor's front yard, yes littering. Toss it into a ditch on the side of a country road, not littering. Toss into the water while fishing, not littering.
