Almost everything originally listed in phase 2 is the same, therefore it is far easier to say and present "phase 2 with restrictions" than coming up with a new in between phase number

No spectators at sports and no full time school, bars stay closed. He said phase 3 so people can go to LSU football games and the saints can play.

Yes that would be the exception. I don’t see that happening though. K-12 schools haven’t had issues since reopening a month ago.
