Well that’s the point. They were never in compliance to begin with. So instead of closing down those bars, all were shut down.

Here in LC restaurants and bars are already strictly socially distancing with MUCH less than capacity. Let’s use this to open the state up. Arbitrary as most of his reasons for closure.

I know this may be a bit counter-intuitive, but if they are still concerned they are free to stay home. Avoid large gatherings. Not visit a restaurant or bar. In fact, they can still wear a mask forever if they so choose.
