This is whole public school districts, not magnet schools.
Get the ACT average from BRMHS or Ben Franklin and it will be a lot higher than 22.

Also in cities like Nola and BR most of the middle class kids and up that aren't in the magnet programs are in private school

Those 44 kids Tensas Parish, wherever the hell that is, aint doing so good. It only would have took 10 or so good scores and they would have been near the top.

Looking at the scores for the Parish from where I went to school is really depressing. I took it once after I signed with the Army just in case that didn't work out and with no prep I got a 23 which I think is terrible. My Parish average is below 18, which is really sad.

The low scores are due in part to the fact that everyone has to take it (including dummies). In many states it's optional so only smart(er) kids take it. You all beat a few states don't feel too bad.

West Feliciana HS in St Francisville is considered a very good public.
East Feliciana HS in Jackson, not so much.
EFHS is 94% minority and economically disadvantaged.
WFHS is 44% minority and 50% economically disadvantaged.
