But yes, you basically have to get insurance involved so that is the first domino to fall.

The fact that the bar for setting legal responsibility in civil suits is lower than in criminal cases swings both ways. Its tougher to use the blame the victim argument in a criminal case even if she voluntarily ran after the men and got in their vehicle. However, in the civil case she had an option and chose to leave with them in an inebriated state which might impute some degree of liability to her.

If there is not such a law currently on the books then the dad may also sue his state and federal lawmakers who failed to pass such a common-sense law. Could he also sue the descendants of any prior legislators who also failed to pass said law?

the rapists should be hanged in downtown BR BUT suing the bar (that is permanently closed as a result of this and many other incidents) doesn't feel right knowing a bit about her history working and frequenting said bar. if you attended lsu in the last 15 or so years (probably way more), you know what goes on at reggie's and the different types of people go there. not leaving with (black) townies is like rule #1 of tigerland.
her friends/former coworkers should feel like shite for letting her run out to them though.
eta: all that said, it's beyond terrible that her dad had to learn all of these details.

Pretty much all of them do unless you get an endorsement. Lyft has their own liability insurance for their drivers that are logged in to their network or have a fare.
