I was in that part of Milwaukee last week. It's not a dairyland full of polite people. Milwaukee has a rough side. There used to be a lot of factories and they all moved out with predictable results.
I was once hit-and-run by a dude they later found with a half-drank jug of beam in his car in that area. It was politely explained that unless I wanted to come back to Milwaukee from an SEC state for a couple of court appearances that I had no case.

having lived in Waukegan, outside Milwaukee, I can say this is absolutely no surprise at all - worst place I have ever lived, and honestly saw more necks and rebel flags daily there than I have living in Birmingham - and those frickers have no idea.
