What ever they are they are not carrying anything. Would be a violation in the largest part to be carrying any hazardous cargo of any nature without appropriate placarding.

Feds do it all of the time.The difference is that they are in a convoy with specialist that are trained and equipped to handle the materials.
The uranium fuel rods for my local nuke plant are transported in unmarked trucks.

Yes. Some baws in pickup trucks are transporting thermonuclear devices down the interstate on flatbed trailers.

I have not been involved but I did go to a Holiday Inn Express and can assure you that nuclear weapons aren't moved while assembled and functional.
Individual (but nonfunctional) components will be moved, then reassembled once they get to their destination. That way nobody can ever steal a functional weapon.
