La RS 32:1306 is the statute that addresses inspection stickers. Section (C)(2) states “Included in the inspection shall be the adjustment of headlights when needed and mechanically practical, at no additional cost to the operator of the motor vehicle inspected.”
Somebody needs to ask for this service and report back.

TX should be able weld enough power to do what CA does, where they force national implementation. Perhaps them and FL can partner up and get it done.
