Not true. There are companies that all they do is provide holewatch/firewatch like Total Safety and OnPoint.

Yes, it can be pretty extensive. You have to know how to hook up hoses, put welding blankets over drains, stand next to a fire extinguisher, and know what smoke/fire looks like. Sometimes you might be asked to stand by the porta cans and try and figure out who keeps writing bomb threats in them on payday so everybody gets to go home early.

I often reply yes you have always done it like that which is why your company has seen fit to hire me to train your dumb arse because you are costing them hundreds of thousands and millions of dollars ny destroying equipment through sheer ignorance and stupidity yet wear it as a badge of honor "my daddy done it this way after WW2" and Billy Bob showed me how to do it this way back in 1989.

Yes a fire watch is needed and must be trained on what to watch for, what to do in an emergency, and how to use a fire extinguisher......real rocket science. We require the contractor doing the work to supply trained fire watches and they should have a card showing they were trained. Most Safety Councils actually have short classes for fire watch and confined space attendants.

At the plant where I work a fire watch is only required for a heavy hot work (one where sparks or another ignition source is produced). A light hot, like using a drill or camera, doesn’t require one. The contractors provide one, or if our maintenance hands are doing the job they’ll do it.
