I say report his arse. I was in a similar situation a few years back and don't regret making the same call. I was laid off abruptly also. It was the first time I had been jobless so I started making contingency plans should I need money. I was looking at my 401k and realized it was short several thousand dollars. Called the accountant and he verified that he has deposited all the money that was sent to him. After a little more digging I discovered that my old boss had been withholding 401k contributions but depositing them into his own account to build interest on it for months. I let a couple of former coworkers with whom I was on good terms know and they all confirmed they were missing thousands also. IRS had a field day with that one. I did get my money (with interest) within 2 days of contacting the IRS however.
So I say again, go for it. Let the scumbags get what they deserve.

I'm no expert but not putting SSNs (or putting random SSN numbers) would significantly increase a company's chances of having the IRS follow up (or audit the 1099 process).
Companies are required to also send the 1099s to the IRS, along with a summary and the primary contact. For example, my fairly small company had about 30 1099s so I sent them to the recipients and the IRS and had to put my contact information for the IRS. If I didn't include SSNs, I would expect the IRS to contact me and ask for them. Although I realize the IRS has gradually been shrinking in recent years by not replacing agents after they retire.

Report them to the irs instead first. You should be able to get a % if the taxes collected if it’s substantial

So I worked for an employer last year, and I handled all of their H.R. duties. I know for a fact that my employer was hiring and using illegal immigrants and giving them 1099 to skirt both them and him paying taxes.
