Basically what you would know as special ed students. And it's absurd how much of a slap on the wrist the IEP students get at times, particularly the worst ones. But the main reason it continues is because parents and teachers let admin decide, and they won't do shite.
Parents and teachers should be filing criminal charges and calling the police in these cases, not leaving it to the schools.

This is not uncommon. I am a teacher and have seen this more times than I can count.

IEPs are being abused more and more.
They used to be exclusively for true special needs kids. Then they started being used for things like "Student can't hear well. Should be seated in front of class" or "Student can't read at grade level, needs extra time on assignments."
I've seen cases where schools give athletes IEPs to help them keep eligibility. Nothing is really wrong with them - but the IEP keeps them from being held to standards.
The last few years its been crazy. "Kid doesn't like it when you look into his eyes. Avoid eye contact."And they are serious.
The worst one I ever personally encountered was a kid that was scared of locked doors. Once she got to high school, the doors to the classrooms automatically locked when they were shut as a safety mechanism. We had to disable that in her classrooms because the mom lawyered up. These shitty parents use these IEPs to hold power over teachers and schools. Its ridiculous.
In this case, the IEP likely doesn't give explicit permission to jack off - but its a vague "behavioral issues" IEP that covers a wide area of behavior. My educated guess is that this is a situation where there is a hothead parent that the school doesn't want to deal with.

That just means your administration is lazy. You can't disable safety locks for one student over the safety of all of them. Your school would win that case and easily.

I was administration. We fought it as long as our counsel advised.
These things are abused more and more every year. Kids are getting it for anxiety and depression now.
A kid gets anxious when they take a test. Its gives them free reign to abuse the school.

The IEP is the reason that the school would not discuss the incident. It did not give the kid permission to whack his weasel in class.
