It's a dick measurement tool pure and simple for the upper middle class white guy in their suburban mostly gated subdivisions which have yet to become true neighborhoods.

Slower is actually better with the carts when on the road, given the alternative.
Our neighborhood has a lot of carts and there have been multiple accidents involving drivers, both kids and drunk parents. One of the accidents involving teenage kids was serious with multiple injuries and surgeries to repair an open fracture, burns, etc.
Despite accidents, you still see small kids driving the carts and there is zero enforcement of laws. You will see a sheriff show up when a kid takes his dirt bike out on the road for a few minutes because someone called it in, but no one calls in the kids on golf carts.

Mine is registered with the DMV and carries liability insurance. Many of the ones you see are street legal. Now there is always the family who cheap out and don't get it street legal or don't register it.
Cops only worry about them being on roads outside of subdivisions and small towns with a 30 MPH speed limit or below. Mine goes 25 MPH and can go on roads but I believe its illegal to drive on a road with a 40 or 45 MPH limit. The vehicle needs to travel close to the speed limit.
If the speed limit is 25 and they are going 25, I doubt there is anything you could do. However, myself and many others including teenage kids will pull on the side of the road to let you pass.

I live in a golf cart sanctioned town so it's pretty much expected here. It's great. I only drive my truck a handful of days a month because I take the cart everywhere.

There is a big difference between “golf carts” and “Low Speed Electric Vehicles” these days.
The LSEVs are usually lifted vehicles with larger wheels and have top speeds around 25Mph. They also seat 4-6 passengers.
Golf carts usually have a top speed of 13-19 mph and sit lower to the ground. They are made to seat 2 passengers and there is not extra weight hanging off the back of an extended vehicle.
As a parent, there is no way I would allow a kid under 15 to drive a LSEV without adult supervision. A golf cart, I would allow a responsible teenager to drive in a neighborhood with low traffic. I taught my daughter how to drive a golf cart responsibly and she often had to say “no” to peer pressure from visiting friends that either wanted to drive the cart or carry more than the intended two riders.
I’d say parents need to equate it to allowing their kid to operating a motorcycle without a helmet on a public street . . . not much difference if some idiot in a “duley” hits them.

This is my biggest problem with children behind the wheel. They are typically completely oblivious to their surroundings, and they tend to think everyone else is looking out for them. Children have no business driving a golf cart by themselves on any road.
In addition, if these vehicles are going to be on roads, they need to be treated the same as automobiles.
