I think for national security, instead of moving the Capital, you spread the departments around the Country.

I'd say East St. Louis. Centrally located, on a navigable river. Wipe all of current East STL down, relocate the people and give them jobs with the government or some restitution. Establish a full congressional developement zone along the river. Scott AFB just down the road for protection, Plenty of land on ILL side of river for all the support departments.
