No "part of BR" would be carved out. The part of EBR next to, but not in the city limits, would become its own incorporated city. Basically, the SE portion of EBR

A region of unincorporated area SE of Baton Rouge proper in the SE region of East Baton Rouge parish. People wanted an ISD similar to what they have outside of Houston in Katy and others, and were told to pound sand, you had to have a city to have an school district independent of EBR.
So they started about a petition to form a city and, through some shady counting practices, came up 71 signatures short to put the measure on a ballot for voting (to unify and form a city) the first time.
The Government of BR annexed some large commercial sections in an attempt to cripple the tax base, and called everyone who signed the petition a racist, despite the inclusion of several very poor, African American neighborhoods.
The organizers regrouped, waited the mandatory time between petitions, and collected enough signatures. This just got verified and is now on JBE’s desk to approve to put on the ballot

I looked up a couple articles on the subject and both left the impression that this new place would be essentially seceding from BR.

They want people to think that. Had they put a public high school on the SE side of the parish and not forced kids to bus to Tarra or McKinley, I doubt this happens

Actually, businesses, hospitals, etc requested to be annexed into BR. You people.

The City of St. George would not be seceding from anything. It is a totally unincorporated area. The city-parish however, uses tax revenue from this area to pad its general fund to fund services that the citizens of this area do not have access to.

This should be pointed out more often. I have to admit that originally I was totally against this because I did not know it still wasn't in the incorporated city. After that was pointed out to me I see no reason for them to care what BR thinks about it.

They came and toured many of the Cy-fair schools and were deeply impressed with the Berry Center.

Actually I believe they were recruited. It presented a grand show and scared some folks. In the end these folks did what they thought were best.
Now let the rest of us alone, and we will vote in what's best for us.

Actually Kip got caught on camera speaking at an event back when he was mayor stating that the city reached out to those businesses and requested that they be annexed, which is illegal.
Don’t have the link but it was posted here on the OT during the first attempt.
They also had to some VERY shady shite to annex the mall since it was not “touching” the city limits in the first place.
