Happened to me last month. They don’t prosecute (at leases they didn’t w the prior DA) so no need to hide the plates.
We were away from the car for less than 90 minutes, no visible luggage, nice neighborhood, cameras everywhere. Witness said it was a silver Lexus that got us.
Car rental people told us they had around 20 episodes a day.

See how fast that was? Now, add a two hour response time to the equation and you realize that three guys riding around on a random Thursday night can clean out an entire neighborhood before anyone even thinks about showing up.
