I think every comment on this is right in some way.
Truthfully, it's a lot of reasons related to, not only cause, but also effect of being poor. I grew up in a really poor county in Mississippi, and it was basically the way of life. I remember growing up and asking my mom why so many people "drank"(you could probably include drugs), and she said for a lot of people it was all they had ever known and because there was nothing better to do. For these people, poverty was all they knew and was considered the norm, they usually had no aspirations to move from that, and any one median or higher was considered rich.
It's really so many factors a lot of times that it's impossible to pin down to one area. My dad was adopted and raised in wealth and excess, and for me one of the most intuitively intelligent persons I have ever known. So it made no sense to see someone with his intelligence and upbringing fall apart the last ten years. Went from lab chemist to jobless and homeless, but the alcohol remained constant and ultimately did him in. It's a shitty situation and even worse when you do everything you can to help that person but it doesn't make a difference for them in the end. Life is hard on everyone in their own little way, and we all have ways of coping.

My brother-in-law and his dad have a VERY successful business and both chainsmoke, even in their offices. I'll never understand it but maybe it's because of the people they have to deal with.

Maybe they're smarter than you? Follow the rules, be healthy, blah blah blah (You're gonna die either way). Enjoy life and do what you want while you're here or do everything right/safe and die with regrets!

Low IQ people make poor decisions. "Working hard" is a decision. Not spending more money than you make is a decision. These decisions are driven by variables that are generally beyond our control.

The issue is that higher class people can afford it. It appears the OP's point was that poor people are wasting their limited income on wasteful items, than can also further cause them problems with employment, health, law enforcement, etc.
