I'm pretty sure all the admin had to do was work out the transition process for the Colombians. We're likely going to have to do this with multiple nations (including China).

It's not normal practice for countries to just dump deportees into another country. They have mutual agreements on how to make the process efficient and effective with as little friction or uncertainty as possible.

Trump already had a plan ready to go. This was not jist slapped together he had a team and plan how to respond if this happened. And he wasted no time in announcing it.

He is so much more ready this time around.
