Why would the demand for something go down just because less of it is being produced? If I lived in California I would still want the same amount of pork and ham etc.
A more likely scenario is this:
Less pig farms in this country.
Demand remains the same.
Farms in other states now have more potential buyers and the same amount of pigs.
If you can't figure out what that will do to prices country wide I am not going to bother telling you.

And they have no way of enforcing it. Iowa pig farmers are under no obligation to allow another state’s inspectors on their property and the restaurants/markets have no ability to verify this. Plus who are the going to punish for this? They have zero means to enforce this.

It has just turned into a ridiculous state that defies even a minimal sense of sanity.

It could be enforced at the processor level and they could be punished if a regular pig ends up in a Cali compliant pork product.
The California rules also create a challenge for slaughterhouses, which now may send different cuts of a single hog to locations around the nation and to other countries. Processors will need to design new systems to track California-compliant hogs and separate those premium cuts from standard pork that can serve the rest of the country.
