We don't use tariffs for services right now, but we do track and report all payments made overseas for such services.
The government 100% could decide that there will be a tariff paid by US companies whenever they buy said overseas services.

Any company with govt contracts should not be allowed to lay off Americans to offshore the work and/or important workers. Like FedEx is doing. Not surprising that an Indian CEO is finding ways to ramp up h1b Indian imports.

I mean I get it, I just don't see how you're going to prevent tech companies from using foreign labor for white collar type jobs. Manufacturing makes sense to me, I'm just not seeing how that works with outsourced overseas work.
