The Dark Storm group was likely utilizing a massive botnet to DDOS X. A botnet is essentially compromised computers around the world that have been infected with malware that can be activated to ping the DDOS target en mass to cause the outages.
So what Elon is saying is true, I am sure there were likely a lot of compromised computers in Ukraine part of the botnet, but it would have been a lot more than just Ukraine IPs in that attack.

Services/businesses that rely on the internet are very uncomfortable today, is it time to buy more crypto, I hear BitCoin is immune to any cyber shenanigans.

yeah easy. They want to continue to point Ukraine as the bad guy. Trump may have come out looking good to all of the rant after his meeting with Zelensky at the WH, but not to a lot of independents or the world. Making Ukraine look bad and look like the aggressor absolutely helps Trump.

He said in the Ukraine area. That means they cannot pin down the location due to the cyber attackers using VPNs. The attack could have come from Ukraine. It could have come from Belarus. It could have come from Russia. It could have come from North Korea. It could have come from the UK. It could have come from any nation with hackers smart enough to use VPNs to conceal their location.

How would DDoSing Twitter further Ukraine’s interests in anyway? They know the Trump admin is looking for any ammo to throw them under the bus, they would gain nothing from doing this.

Ukrainains would have to crazy to attack X. If Musk turns off starlink it is over for them. Maybe some Ukranians want the war to end quickly or maybe it is Russia trying to frame Ukraine.

Right. But people are going to jump to conclusions right now for political reasons either in defense of Ukraine or to further their "frick Ukraine" position. For anyone that is assuming Ukraine did this I'd like to know what they think Ukraine has to gain from going after Elon like this. That's the harder sell to me and why I'm curious to hear the rationale.
