Not that surprising. If you're going to plan something like this it's worth your time to go through the process of becoming "trusted".

They are reporting the truck came through Eagle Pass. A couple "experts" have clarified this. They are not sure the driver at the border is the guy now lying dead in the street at this time.

So did one of them bring the vehicle across the border and hand it off to him to carry out the attack

Truck != Driver
Could have been the same guy who went through the process to establish himself as "trusted".
Or an accomplice.
Or the real owner, who had legitimate business in Mexico and then had the truck stolen.
