I'm no lawyer, but imo what the girls are doing, although stupid, is not illegal or against any part of the statute posted. ICE is just driving and not processing any part of law enforcement as seen only from that video. Sure if ICE wear trying to cite, arrest, or sneak up on someone, yea they're interfering and have some criminal charges coming their way.
This could easily escalate to a case of, "you can beat the wrap, but you can't beat the ride".

Filming the police in their duties is not illegal and it's not harassment. Law Enforcement just does not like it, but they shouldn't arrest someone unless they are breaking a law.
I wonder how many times they said let me search your car. If you don't have anything to hide why won't you allow me to search it ?

If the cops are just riding around I think there is nothing illegal what the girls are doing. However since they may be in an active situation (tracking an illegal or bringing one in for booking) then I believe that changes the entire situation. Then they are interfering
