The ONLY article I could find with any "specifics" is this Breitbart article from the Biden years which attributes the information to an anonymous source, who says there was a DHS report.

I have probably spent too much time on this. HOWEVER, they got here, the Venezuelan criminal presence in our country is a real threat and inexcusable.

Here’s how shite works.
Venezuela did not empty prisons and asylums. What they did is released several hundreds to maybe a couple thousand of the worst of the worst with connections to invade the US. Venezuela still has a massive prison population.
