I assume that if Mossad had intel tight enough to attack these scientists and military leaders wherever they were that they also would known if a shitload of uranium was being moved and to where.

Whether it was or wasn't, we have satellites that would be able to detect fissive nuclear material. Not to mention chemical detectors that are so complex they can detect a mosquito fart from space.

sometimes you affirm a positive by knowing the negatives. You may watch known places of a target's hang-outs to affirm they are not there. When you increase the amount of places he isn't, you also increase the odds of him being where you think he really is. Same with objects, material, hostages....
Follow-up with flushing out. When eyes are on where he isn't and also where he is likely to be, make them move. If you can make them fear that their location is compromised they may make a move. When hunting, movement gives away quarry.

It was the dumbest agreement and I saw right through it. So the inspectors could only visit sites on certain days? What the hell you think they were going to do the other days?
