Or maybe, the effectiveness of the money in achieving educational outcomes is being evaluated (or was evaluated) and the grants were found to serve no legitimate educational need (which any honest study would have found).

Well, considering you can't audit expenditures until they're spent... duh.
Another poster also offered up auditing program parameters to measure alignment with outlines for such grants.
