Melania isn’t the Speaker of the House who needs to be negotiating with the President to end the shutdown.

You don't seem to understand what's actually happening. Pelosi has said that will be no negotiations while the government is shut down. Open the government, then they'll negotiate.
I can't say I blame her, that's the way the government is supposed to work. Having the executive shut down the government until he gets what he wants is not how it's supposed to work.

Checks and balances is exactly how the government is supposed to work. The branches are co-equal for a reason. They fight using their constitutional powers. Legislation and override are Congresses weapons. Veto, CoC, foreign policy, and execution are the Executives. The judiciary took judicial review in Marbury. Did you take a civics class?

Because only legislative travel has been restricted. The Executive is choosing to retain its budget to meet its own travel needs during the shutdown. Seems like a wise strategy.
