The DOJ document is very straightforward. Barr appointed a well-repsected attorney with 10 years experience in both bush and obama admin to review the case, and he advised against charges.
The reason is 3 fold.
1) FBI had no basis to interview flynn in jan 2017. Before the fbi gets to interview someone, they need a basis for it, such as evidence of a crime being committed.
2) Flynn's "lie" was not material, since the fbi already had the trancripts of his call with the russian ambassador. Perjury requires that a lie materailly impede an investigation.
3) DOJ said it could not prove to a jury that flynn willingly lied, rather than simply misremembering a detail. The fbi agents who interviewed flynn believed he did not lie.
