Every license plate that crosses the border on a major highway is photographed and catalogued/cross-referenced. I imagine this is true for all crossings, but smaller parishes with smaller highways may not do it, so I can't say all of them do it.
I can tell you any entry/exit into Calcasieu Parish (which is most likely where he traveled through) does it.

I just had a case where a non-border LEO camera caught a license in real time and they used it to locate the vehicle to detain it prior to leaving LA.
