I'm not a sycophant to any living person. I have criticized Massie when warranted. In particular, I think he has hurt his credibility by not naming "the twenty." He should do that tomorrow and demand that DOJ produce their investigative files explaining the reasons for not recommending prosecution of "the twenty."
As for non compliance sanctions, sorry I missed those questions. My guess is that it takes more of a process to enact an actual criminal law under 18 USC.
As a practical matter, other than non-compliance serving as possible grounds for impeachment, a criminal contempt of court order could arise if a court orders compliance under the law and an official refuses.

As a practical matter there is a specific law in Florida that has no penalty for noncompliance and I have dealt with that and no court can order compliance because the law doesn't allow it

Sure it can...the boiler plate language for this is in Ex Parte Robinson (U.S. 1874):
“The power to punish for contempts is inherent in all courts; its existence is essential to the preservation of order in judicial proceedings, and to the enforcement of the judgments, orders, and writs of the courts, and consequently to the due administration of justice.”
Of course, such an order would be subject to review based on due process and excessive punishment (and probably other) grounds.
