If Seattle had a mayor who wasn't an enemy of the people leveraging a compliant press, they could stop this in an afternoon using the old tried and true riot methods-- warn that they intend to field a hundred mounted cops armed with billy clubs and pepperball guns, water cannons, police dogs, tear gas. Then, follow through with it.
It wouldn't take much to break their spirits and make them scatter. For the fake tough guys, make arrests and prosecute. Do it quickly and unapologetically.
