No he's not, the vehicle definitely pushes the agent as his body moves with the direction of the vehicle while his posture and bodily movement take no action that would move him away from the vehicle.

Prez can’t pardon him for offenses covered by the state’s criminal code. I seriously doubt that he’ll ever get prosecuted by the State of Minnesota even in absentia. However, with Walz and Ellison who knows.

You are estimating that you can clearly see him based on the appearance of his foot position between the other officer's legs, but you can't clearly see him because the other officer is blocking the view of him.
And if the human brain processed information instantly, there might be more weight to that point, but it doesn't.
If he has the ability to pause time and watch everything repeatedly and in slow-mo, as you have, then arrest him. But processing what was happening in real time and expecting that he could instantly analyze that she wasn't going to run him over, even though she initially drove right at him, is unreasonable.
She chose to drive around and harass law enforcement that day. She chose to ignore lawful commands to exit her vehicle. She chose to attempt to flee. She chose to hit an officer in her attempt to flee. All of those are not only repeated bad choices, but crimes that led directly to her being shot.

Good video and fair analysis. It's only a few minutes long so folks should check it out.
Other observations:
-- Quick Draw McGraw was initially holding his phone as a camera. It remained in his left hand while he unloaded with his right.
-- He was NOT "run over" or close to it.
-- No LEOs attended to the shot crashed perp/driver after she smashed into the parked cars.
-- Quick Draw calmly remained on the scene, shushed a bystander before picking up and driving away from the scene. (NOT detained to give an on-scene account of the incident??)
Moreover...
-- WHY is Kristie Noem OR the President even commenting on this?
I hate to say it -- from what I can see, we've been had. It made no sense. This....is....an op. Theater. Not even going out on a limb. Divide & Conquer. Chaos. Already it's paying off in demonstrations -- present and future.

-none of the ICE officers who interacted with her (including the shooter) before the Nissan truck showed up thought she was doing anything that merited arrest

-that she wasn't killed by the first shot through the windshield
-that Agent Ross wasn't injured enough to keep him from walking normally
-that Agent Ross and other agents were wisked away from a crime scene without being interrogated
-that ICE didn't render any first aid to the victim and prevented a doctor from even checking her pulse

The officer acted in self defense.
Don’t put the vehicle in drive and accelerate forward when LEOs are surrounding your vehicle, instructing you to get out.
