Not really. This belief that all young Americans are lazy is a fallacy. Start in red states. Texas has a large population and a tech industry, so that's a great place. All these multibillionaire tech guys can start a new program. 1-2 years focus on nothing but software development. Make tuition cheap by focusing on efficiency, and create partnerships with tech firms. Pass a law so student loans can be used for this accelerated program. It would not take over a generation.
This can be done, because I did it. I learned everything I needed for the industry between high school and 2 years of college. This was my 2nd degree, so I didn't have to take all the general, useless classes irrelevant to my degree.
If the billionaires won't do it, then the states could set up the program themselves. Fire all the DEI hires, and you won't even need new money. It would not be difficult. You just need people willing to think outside the box.
The only problem that would remain is the tech companies still hiring foreigners due to slave wages and control of green cards. This can be solved with a little America First policy. The TDSers would complain, but when do they not.

They don’t care about investing in American education or cultivating domestic talent, it’s all about exploiting foreign workers to replace American ones for cheaper. Perhaps they are better engineers, but they offer no solutions to American education other than nuking the DoE so Alabama and Oklahoma can teach Jesus over science.

Didn't stop me from being laid off 3 times in my career in favor of Indians - twice my job was offshored, the other time I was replaced on site by an Indian. Getting a job in the Dallas Fort Worth area was damn near impossible as I would consistently interview for jobs only to be rejected (often by Indian hiring managers) so I had to move to an area that hasn't been overtaken by Indians (yet).
But according to big tech bros and H1B shills/apologists, I got laid off 3 times because I am bad at my job and dumb and lazy. And there is totally a labor shortage in my field, but hiring me is not a solution to this massive labor shortage because I am dumb and lazy and not as capable as Prajesh or Sunjeet.

Oh please. Conversation and debate on serious issues like immigration reform is necessary for crafting the best foot forward. You forget, Elon and Vivek are not elected officials, merely Americans pushing for change. There is a middle ground to be obtained but that can only occur after debate and reasoned solutions.
