The have satellites to take the same pictures the balloon would take.
But assuming the antithetical "spy balloon" contention is accurate, it could be gathering anything from telecommunications, to atmospheric data, to imagery. The latter could be different than satellite collections in that we know exactly when satellites pass over. The balloon theoretically could remain in a location much longer, or more randomly pass a spy target.

If these balloons are cheap enough they could launch thousands simultaneously with many dummies sending us on a wild goose chase to neutralize the real payloads

Probably to get closer than a satellite so the LiDAR will be able to work better on silos.
