Both can be true. But don't stop there. Obama, and likely Bush before him, also failed on this issue.
It is obvious that there was government involvement in this, probably multiple different governments and agencies.
I think Trump is innocent of any wrongdoing, but I do think the entire issue was handled poorly, by several administrations. And they should all be criticized.
Hopefully we are better than the democrats and can criticize those in our own party, even if we support them.
