I believe this is a bit more than just allowing the young child to "explore". They are proactive in calling the child "she" and "her" and the daycare, which I'm sure didn't start on their own, dressing the child in clothing normally worn by girls.
They are active participants in molding a young child's mind and facilitating the confusion.

I've seen figures that indicate that it is waaay over 50%. Here is one from Canada for 15-19 year olds. It concludes that transgenders are 7.6 times more likely to attempt suicide.
