The memo could be argued to be more important than the EO, as it laid out the actual policies to be implemented in the detail necessary to execute the EO. You can't just spin it into a nothingburger because it's inconvenient for the Trump admin.

I'm not spinning anything. I really don't care. I think everyone expected this to be challenged as a violation of the Impound Control Act.
I haven't read the legal challenge, so I'm not sure that was the grounds, or if it was for some other reason.
But if you think this was some kind of bad PR for Trump, then you aren't paying attention. There have been non-stop stories about the $50 million for condoms in Gaza, millions of dollars for illegals, etc., that have been "stopped" even if they get spent later.
This was a huge PR win, because it put wasteful spending in the headlines for days.
