You are and you aren't. The concept of a president not being willing to transfer power has been a fear as far back as I can remember. Bush wasn't going to transfer power because of X reason, Obama, Trump, and now Biden. It hasn't happened yet. I personally don't worry about it. It's a hollow fear this far.
The democrats are showing absolute signs of desperation, so it wouldn't surprise me if they tried it, but it's not something I'd be too concerned with until they try it.
