No I'm not aware of a stipulation but it was Gorbachev's understanding there would be no expansion of NATO and especially against the borders of the Russian Federation.
Declassified documents show security assurances against NATO expansion to Soviet leaders from Baker, Bush, Genscher, Kohl, Gates, Mitterrand, Thatcher, Hurd, Major, and Woernerssian Federation.
